Try one of the Blistex lip balms - they work wonders!
put vaseline on them before going to bed and in the morning after brushing your teeth brush your lips to take off any dead skin and then put some more vaseline on and then wipe it off before you go out
Wear lip moisturizer.
Use chapstick but not 2 much ... it also helps to not bite or lick your lips 2 often and if you have a girlfriend tell her to eat BEFORE SHE KISSES YOU lol!

But make sure you don't get the kind with the red top, it comes out white because I think it's sunscreen or something, make sure you get the all yellow tube.
Begin by using a good exfoliant. Sugar and water or baking soda and water will do but there are some on the market that you can purchase. After rubbing your lips with whatever mixture you choose (do not rub too hard!) then wash your mouth and use a lipbalm of your choice. You should drink plenty of water as well because if you aren't hydrated, your skin (and lips) will be dull and dry. Don't lick your lips because this promotes chapped lips. Just make sure you keep them moisturized with a balm. (Gloss is for girls!) Happy puckering!
