Vaseline and sunscreen.
Mix a tad bit on sunscreen into the Vaseline and put it on your lips.

pumice and exfoliate your skin/hands like CRAZY. trust me i started doing that when i was 12, i am 20 now and sometimes i forget that i naturally have dry skin. use tons of lotion and always have hand lotion on you in your purse. as for your lips do not pumice or exfoliate them or bite at them, put massive amounts of blistex medicated on them or burts bee's chap stick and keep applying tons of it through out the course of like 5 days and your lips will be good as new again. then just apply chap stick daily to maintain your soft lips. trust me i swear by this i get compliments all the time on my skin/hands and lip. :)
not sure about lips but i know a great one for hands. Make a mixture of about 2 parts salt and 1 part olive oil. Stir it together so it goes sort of gritty, then rub it into your hands. Wash it off with water and your hands will feel AMAZING! you don't need too much. At the most about 1 teaspoon of oil and two of salt, but probably less than that. It's so awesome :) good luck, hope i helped. you should really try it out x
