My lips are like that all the time. I scrub my lips with a toothbrush until they start looking a bit puffy, then apply Lip Medex before I go to bed. The next day, I've got soft lips. It's worth a try, I can assure you.How do i make my lips not flaky and make them soft? and what lip balm do you use?
Avoid cheaper brands like Chapstick, Vaseline, Carmex, etcetera. They contain petroleum by-products like mineral oil that are bad for you and dry out your lips. Drink lots of water and check out The Body Shop's Lip Butters. They are naturally-based and work well.
get a lip moisturiser/vaseline and apply a very very very thick layer on your lips before bedtime.
the next morning, use your toothbrush and brush your lips very gently. you wont see an immediate change, be patient and do it daily. you should see an improvement.
Chapped and flaky lips can be made much softer by gently buffing them with a toothbrush before you go to bed then applying a thick layer of vasoline. In the morning, simply buff your lips again and apply lip balm as usual.
Bee wax lip balm is great. =]
Try to avoid using 'flavoured' tasty gloss', that will only irritate your lips..
Try lip balms that specialise for flaky and/or dry lips.
Go for lip products that are natural and may contain Vitamin B. Body shop products are good, synthetic materials could never help your lips.
I don't know about applying vasoline with a toothbrush, but smearing it on your lips before bed should help a lot. Plus, I would look at your diet and see if you're having a bad reaction to something. Try taking vitamin E (real, not synthetic). I have heard that people's lips stop retaining moisture when people overuse lip balms, so perhaps you could be overdoing it.

if you have a store called bath and body works then go and buy their lip balm called my favorite lip balm it works well
