gently exfoliate your lips, then try Aveeno lip conditioner. It's pricey for a chaptstick, but is fabulous.

I use neautrogena lip repair and it works wonders...you can put it on before bed or wear it during the day. I love it and swear by it!!!

put a layer of vaseline on before you go to sleep, then in the morning apply SoftLips - ask for it at a pharmacy!
